I'd say it isn't stuck, it just needs to take the approach outlined in the discussion. the code base is already so old and crufty, we can't afford to add any technical debt

wonder if it would make sense to atleast have the index code common, I can understand they may prefer to use different data structures / databases to store the repo data itself (and they do), but the index downloading code could be shared
100% yes. I totally agree, we could even make a shared library that does all that. There is the core of that idea already in the update-channels library
