I think that means more like "non-free default with no possible changes"
I asked the question mainly because of https://gitlab.com/fdroid/fdroiddata/-/merge_requests/8624#note_549769023 . It use a foss network service but it's not possible to select a selfhost alternative. Should NonFreeNetbe applied?

An orange doesn't stop to be a fruit just because you cannot replace it by a cherry. So I'd say no. Only if some NON-free net is involved and cannot be removed/replaced. 17:52:09
