We could probably extend the list of known repositories to include them, so people can add them manually until they are added officially to the index.

If we had a GitHub mirror directly built into the app, a censor would need to block all GitHub to block F-Droid. But if we only had something similar to deb.debian.org built in, they could simply block all f-droid.org and are done. Do I see this correctly?

That's true. But as a goal in the future, I think it's nice to have that type of censorship circumvention directly built in the client, i.e. people just get the .apk and the client finds its way around the censorship itself.
